It would be possible for future Manifestations of God to allow the membership of the Universal House of Justice to include women. Shoghi Effendi has written, in a letter to the Bahá’ís of the East, that the next Manifestation of God will be empowered to change the laws of the Kitáb-i-Aqdas and to change the structure of the Administrative Order of the Faith. We are not told what changes He will make, but He certainly will have that authority.
