How do you explain this Baha'is?

The Bab instituted a law that you should not hurt children as one of these children could be He whom God shall make manifest. He also declared semen to be clean, in contrast with the Quran, because each sperm cell could be the one He whom God shall make manifest. Baha'u'llah was older than the Bab. How then do you explain this?
