On the other hand, the Aqdas has numerous laws that no one even cares about and every Baha'i that I have argued with claims the laws are non-binding. Just take a look at these easily implementable laws that have been cast aside by the UHJ: http://bahai-library.com/uhj_laws_not_binding or have been replaced "by the civil laws of each country".
Out of all the laws in the link that are not yet binding, one of the exceptions is the law of paying Huququ'llah to the UHJ: "The law of Huququ'llah is not yet applied to the western friends. [It became universally applicable at Ridvan 1992.]" Seems like the UHJ is some sort of cash hungry entity instead of being a spiritual center making sure the laws of Baha'ism are followed and implemented by Baha'is.
