According to the Unitarian Baha'is, this text was fabricated by Abdul Baha:
Abbas Effendi himself made alterations in one of the Servant’s letters to Muhammad Mustafa of Baghdad in Beirut, that is to say added to it and diminished from it, saying that it was a tablet which the Lord had revealed to him.

Abbas Effendi’s family produced a paper which at first they claimed was written by the servant of Baha’u’llah, Khadimu’llah, and sent to the Greatest Branch when he was at Beirut. Later they claimed it to be one of the utterances of Baha’u’llah and called it the “Tablet of Beirut.” But Khadimu’llah, the servant of Baha’u’llah, denies that it ever was written by him and says that it is not one of the utterances of Baha’u’llah. Abbas Effendi does his utmost to impress his followers with a belief in the authenticity of this document.
